Or better yet, after looking at Jo-midget Dark for a bit. She doesn't look much like a anime at all. (Or at least the sterotypical style.) She looks like one of those Half-Human-Robot Trophies in Melee.

Straight from the horse's mouth, as it were - Jo's brunette. The original ingame model and character conceptions, that is. However, the rendered model was based on the actual advertisement model, Michelle, whom Nintendo made a red-head. Rather than confuse matters further they made the high-quality promo model more closely resemble Michelle, so the red hair stayed and is Jo's new hair colour.
Therefore, it could be said that while Jo was originally a brunette, the decision to ginger her was made long, long before Microsoft ever arrived on the scene...
People who don't watch rabid amounts of anime don't equate the new style with being Japanese, by the way, merely "cartoonish" or "cel-shaded". There's plenty of anime references, particularly GitS, in the original PD but if you're saying that Rare are deliberately trying to appeal to anime fanboys, I think you're being somewhat blinkered by how much of an impact anime has to the mainstream gaming audience in the west, particularly England.
Not as bad as those eejits on www.snpp.com who think that every mention on the Simpsons about the internet is a direct jab at their newsgroup, though.

Look, right, shut up.
So they embiggened Joanna's Lady Bumps, big surprise. they did that to Croft.
The only time I'll get worried is if Master Chief's (from halo) new armour inexplicably has breasts.
And besides, Joanna dark is such a generic character it hurts anyway, so I say any improvement in style is good.
